With the new scalable sketch groupfunctionality, you can designate a group of features to be scaled, which isespecially useful for re-usable objects that may not come in at the correctsize.
Since Windows10 Insider Preview is still in development stage (testing environment), certain features might not work in the usual manner. We are looking forward to improve it and provide the best possible customer experience in the latest coming builds.
Error code 28 indicates that the drivers for that device are not installed. As you have already tried running drivers in compatibility mode and also tried re-installing all drivers.
I suggest you to run Hardware and Device troubleshooter and check if it helps. Kindly refer Run Hardware and Device troubleshooter article from the below link:
Note: Though the steps in above link are for Windows 8/8.1, they are also applicable for Windows 10 as well.
If issue persist, I suggest you to wait for the device manufacturer (Roland) to publish Windows 10 compatible driver. Once they release you can download and install those drivers from manufacturer (Roland) website.

In Windows 8.1 & Windows 10, right-click the Start menu and select Device Manager
In Windows 8, swipe up from the bottom, or right-click anywhere on the desktop and choose 'All Apps' -> swipe or scroll right and choose 'Control Panel' (under Windows System section) -> Hardware and Sound -> Device Manager
In Windows 7, click Start -> Control Panel -> Hardware and Sound -> Device Manager

How to Install drivers using Device Manager
Locate the device and model that is having the issue and double-click on it to open the Properties dialog box.
Select the Driver tab.
Click the Update Driver button and follow the instructions.
